Dubuque Man Arrested In a Disturbing Incident Connection

A Dubuque man has been arrested in connection with a disturbing incident that left two young children injured and abandoned. Thirty-eight-year-old Corlandis Chester is facing five charges, including child endangerment causing serious injury and leaving the scene of an accident. The incident began last Wednesday when police responded to a two-vehicle crash at the intersection of University and Irving in Dubuque. Witnesses told officers that after the collision, one of the drivers grabbed two small children and fled the scene on foot. The children, ages 7 and 8, were later found alone in the backyard of a home in the 1500 block of Auburn Street. Both had sustained injuries and were taken to Mercy Hospital. One child was later transferred to University of Iowa Hospitals in Iowa City with a fractured skull. Chester remains in custody at the Dubuque County Jail as the investigation continues.
