Approval of the November 12th meeting minute Wastewater Treatment Plant Project Changes
Josh Boldt, Maquoketa City Manager Summary: City Manager authorized two changes as requested by Contractors and
recommended by Staff. First, CM authorized a $7,273.73 steel framing change for the Jet Vac truck
storage area. Second, CM authorized a $179.05 BIO-P basin utility access for staff.
No action needed.
Stormwater Levee Reconstruction Project Changes
City Manager Summary: Nothing since previous meeting.
Discussion and possible motion recommending Alliance contract increase for FY2025-2026
Josh Boldt, Maquoketa City Manager Summary: Alliance routinely sends an annual increase request as detailed in our
contract to negotiate an annual fee. For the next Fiscal Year, said increase request is 3.1%. City
Staff believes this is a reasonable and fair ask given labor market conditions. Discussion is
encouraged.
Committee support is recommended.  Motion approved.
Discussion and possible motion recommending WHKS Change Order increase in the amount of
$8,300 for Engineering and Survey Services related to the Prairie Creek Improvement Project
Josh Boldt, Maquoketa City Manager Summary: The attached agreement details a brief $8,300 increase request on the
City’s contract for the development of design, engineer plans, and biddable documents.
Ultimately this led to our current construction contract partners and the $400,000 CAT grant
award and the project is in final position to undergo construction. The increase is based on actual

labor hours and specialized services, in particular around the area of the Oakland Mill and HWY-
64 bridge where the space is very tight. The original contract value was $69,980.

Committee support is recommended. Motion approved.
Discussion and possible motion on 2025 Street Improvement Objectives
Josh Boldt, Maquoketa City Manager Summary: The objective of this discussion is to finalize the direction of Street
Improvement Plans for the Summer of 2025. This is a routine exercise and is guided by the City’s
10-Year Street Improvement Plan. The following recommendations are based on the adopted
plan, Public Works Committee input, and Staff input (if for example there is some recognition of
a catastrophic street not on the plan, caused by an unforeseen circumstance such as a major water
main break). Therefore, we offer the following as a recommendation and discuss further in
committee.
Mill & Fill:
-Farmland – Battles Drive – Access Ln
-W Quarry from N 2nd St to Arcade
-E Locust from Main St to Clark St
-Blair Ct
-Intersection of Olive & Pleasant–Milton Street
Our improvement budget for FY2025-2026 is $538,370.
