City Manager Summary: The City Council previously supported a HUD grant application
to partner with the City of Clinton to mitigate lead paint hazards in each community.
This would be the 2nd partner agreement with ECIA and the City of Clinton. Each
project within the grant would require a minor City match of $2,500 and is claimed on
the City’s TIF plan. The overall cost of this liability has not exceeded $15,000 annually
and the program is managed entirely by ECIA staff.

b. Resolution approving Change Order 1 increase in the amount of $4,122.75
for the South Jones Street manhole replacement project and approving

City Manager Summary: This action is presented to Council after recommendation
from the Public Works Committee and discussion with Alliance regarding a manhole
replacement on South Jones St.

c. Resolution approving downtown incentives commercial interior grant
award to William & Cherilyn Sokol in the amount of $2,710.47
City Manager Summary: The Downtown Incentives Committee met on 12/23/24 to
discuss a simple commercial interior grant rehab application on the first floor of 105 N
Main St. The Committee supported the application and recommends Council action.
The first floor space is undergoing a rehab in order to welcome a new business on the
first floor.
Current financial liabilities to date are listed on the chart on the next page. Sokol is
listed on the chart assuming Council supports this action.

d. Discussion and possible motion setting a public hearing for January 20th at

portion of Little Bear Park.

e. Discussion and Possible Motion Regarding Aquatics Planning and Location
City Manager Summary: This conversation is requested of the City Council in order to commit
specific plans for an aquatics feature in the City of Maquoketa. The alternative is to not
progress aquatic plans for now. At the Goal Setting Sessions of 2024, City Council discussed
a full, traditional outdoor pool compared to a spray park. In short, the cost and operational
feasibility of an outdoor pool was not supported by City Council. Sent back to the Park Board.
