Groundbreaking in the City of Clinton

According to the purchase and development agreement between the Bettendorf based company and the City of Clinton, BTS development purchased the lots on South Fourth Street for $1 dollar. BTS development will receive a remediation grant of $100,000 dollars from the city, which, in turn, receives a $2,900 dollar payment per owner occupied home. the agreement states the city, within twelve months after the closing date, to pave the north/ south alley behind the property, and ensure all exterior sidewalks are up to city’s standards. Groundwork began on the 1000 block of South Fourth Street to build four single family townhomes, with a two car garage, priced between $265,000- $275,000 dollars.
The city acquired the properties after the buildings were originally constructed in the late 1800’s, and sat vacant for more than a decade. In 2023 the city was awarded a $500,000 dollar Brownfields Cleanup Grant by the Environmental Protection Agency to assist with the demolition, and concerns were made about asbestos inside the buildings.
Before work began, ECIA reported a revision on the plan in May, which was made with guidance from the community via survey responses, stakeholder discussions, a growth input meeting, and a public awareness campaign. The campaign indicated Clinton residents wanted a more vibrant commercial space with a safer intersection at South Fourth Street and Camanche Avenue.
